For assisted living operators, the county executive’s plan offers a way to get into this otherwise hard-to-crack community of 295,000 residents. Under present rules, an assisted living community can only come in if an equal number of skilled nursing beds come off the market. Hence, the offer to withdraw those beds creates a unique opportunity.

“I am not only willing to see that trade-off, I am willing to give up my skilled capacity to see that someone else gets that assisted living capacity, because I know that we don’t have enough assisted living capacity in the county to fulfill the need,” Rodat says.

“We think it’s a win-win for the taxpayers and for Albany County residents. For a lot of organizations that had no way to penetrate this particular market in the past, now they will at least have a shot at it.” ❏
